Implementing KPIs from the Library in Your Scorecard 
There are several tasks that occur between the time you create the library-based KPIs and the first chance you have to set the KPIs for the scorecard.
The perspectives and objectives are created.
To set up a library of KPIs, you are an administrator or a user assigned to an application group with Create/Edit Objectives permissions. If the Perspectives and Objectives link in the Libraries section is unavailable to you, it means you do not have the correct permissions.
To set up KPIs for a context, including adding library-based KPIs, you are an administrator or a user assigned to an application group with the Create/Edit Scorecards permission. If Scorecards is unavailable to you, it means you do not have the correct permission.
There are different types of administrative permissions for each topic. If one user is performing all steps, that user should be the strategy management administrator to have access to all features. If various users are carrying out the steps, they should have the exact permissions set in the individual Prerequisites sections of the related topics.
Define a library of KPIs. For more information, see KPI Library Development.
Create a context. For information, see Context Development.
Add perspectives and objectives to the context. For information, see Objective Selection.
At this point, you can view the perspectives and objectives in the Scorecard component of the application.
Develop the dimensional model that contains the metrics for the KPIs.
Create the model connection. For information, see Model Connection Development.
Associate the context with the model connection. For information, see Scorecard Defaults Selection.
Create KPIs for the context using library-based KPIs. For information, see Standard KPI Development.
When creating a standard KPI, you can start with all new values, use the values of the currently selected KPI, or you can use the values from a library-based KPI. When basing a KPI on a library-based KPI, you define the remaining aspects of the KPI including the metrics to use from the model and the perspective to associate with the KPI.
