KPI Library Development 
You can create and maintain standard KPIs across all contexts. If you have a number of KPIs that you use for more than one context, it saves time to create them as a library so you do not have to keep defining the same KPI multiple times. This ensures consistency and accuracy when creating a KPI that is used in multiple contexts. In addition, having a library of standard KPIs allows you to perform mass maintenance on a KPI that is used in many places within your implementations.
KPIs appear in all the components of the strategy management application except Dashboards and Reports. The Scorecard Overviews view in the Scorecard component focuses on KPIs and their associated perspectives.
KPIs are used to measure objectives. KPIs can also measure and provide status for initiatives, perspectives, and a scored context. The status of an objective, initiative, perspective, and scored context is shown as a status indicator.
Note
Optionally, you can create KPIs for just one context rather than for all contexts. The context-specific KPIs are not created in the library. For information, see Standard KPI Development.
You are an administrator or a user assigned to an application group with the Create/Edit Scorecards permission. If Standard KPIs in the Libraries section is unavailable to you, it means you do not have the correct permission.
Even though you are not yet assigning data from the dimensional model to the KPIs, you must know whether the formulas used to create the measures were standard formulas or Letter Grade method.
You can do the following to develop KPIs in the library:
Create a library-based KPI. For more information, see Creating a KPI for the Library.
Note
The library of KPIs contains partially created KPIs. You must later add context-specific details about the library-based KPI. For more information, see Standard KPI Development.
Edit a library-based KPI. Contexts that already use this KPI are updated.
Rename a library-based KPI. Contexts that already use this KPI are updated.
Delete a library-based KPI. You can delete a KPI before or after it has been assigned to a context. If the KPI you are deleting has been added to a context and is associated with an objective, perspective, or scored context, the KPI does not get deleted.
To create and maintain library-based KPIs, choose Standard KPIs from the Libraries section.
To create a KPI, click New.
To edit a KPI, select it and modify the definitions.
To rename a KPI, select it and click Rename.
To delete a KPI, select it and click Delete.
