The Project System distinguishes between changes to the hierarchy and additions to it.

You are adding to the project hierarchy when you do the following:

• Create new WBS elements
• Insert WBS elements
• Incorporate WBS elements

You are changing the project hierarchy when you do the following:

• Move WBS elements up
• Move WBS elements down
• Move WBS elements sideways
• Detach WBS elements

You can make additions or changes to the project hierarchy until one of the following system statuses is set for the project definition or the superior WBS elements:

• MDLK Master data locked
• LKD Locked
• CLSD Closed
• DLFL Deletion flag
• DLT Deleted

You can add to the project hierarchy if the system or user status allows transaction PSEI Expand structure.

You can change the project hierarchy if the system or user status allows transaction PSVE Change structure.

You cannot move a WBS element if:

• A budget has already been entered for it
• There is a fixed price agreement between this WBS element and another

You can change the project hierarchy in the WBS element overview or the hierarchy graphic.
