Maintaining the WBS in the Hierarchy Graphic 
Use
You can change the project hierarchy in the the hierarchy graphic. You can use the hierarchy graphic to change the project hierarchy, for example, you can add unassigned WBS elements to the project hierarchy or you can move subtrees.

Adding WBS Elements to the Hierarchy
To add WBS elements to the project hierarchy, proceed as follows:
The cursor becomes a pencil.
When you release the mouse button, this WBS element is inserted into the project hierarchy.
The figure shows in which direction you must draw the line in order to add the WBS element to the hierarchy.

Changing the Project Hierarchy
You can change the project hierarchy, for example, by removing WBS elements or subtrees from the structure and inserting them at another level in the project hierarchy.
To remove WBS elements or subtrees from the project hierarchy:
The WBS element is selected.
The WBS element and all subordinate elements are removed from the project hierarchy.
If you want to insert the split-off WBS elements or subtrees back in at another level in the project hierarchy, follow the steps described in the section "Adding WBS Elements to the Hierarchy".
You can change the sequence of WBS elements within a level as described below:
The WBS element is relocated.

Even if you have budgeted or planned costs for a WBS element, you can still move it within a level.
