The NO_ACCESS notifications include the following complementary information about the original event:

During the charging, the recharging, or the refilling operations,
the SAP CC Core Server system can send a NO_ACCESS notification when executing
a price plan, a refill logic object,
or an allowance logic object that contains a 'No Access' function component.
The NO_ACCESS notification is only sent to the client system that has executed the
charging process or the refilling process.
The NO_ACCESS notification is not sent to the notification framework.
When the no access function is set in a price plan, the SAP CC system includes also
the NO_ACCESS notifications in the responses of the
charging operation requests.
Note
When SAP Convergent Charging is connected to SAP CRM or SAP ERP/FI-CA of the SAP Business
Suite,
SAP CC does not publish these business notifications via the JCo/RFC technical interface.
The default integration does not propagate the NO_ACCESS notifications to these SAP
components.
You must configure the service pricing catalog of a service provider to enable this
function.
