The base abstract class for the commands that perform batch translation of permanent IDs to MDM repository item IDs such as RecordId, AttributeId, etc. Permanent IDs, once given, are never reused, as opposed to MDM repository item IDs that can be reused if the record has been deleted and a new record is created afterwards. *
