Perspective and Objective Library Development 
You create and maintain perspectives and objectives across all contexts. This is a global list that is independent of any context definitions. You can create, edit, rename, and delete perspectives and objectives and their associated links.
The initial setup of perspectives and objectives is not dependent on a dimensional model or model connection so you can start creating your perspectives and objectives immediately, and develop them over time. You can make the objectives available to strategy management users long before the data associated with the perspectives and objectives is available in the Scorecard component of the application. This process starts the motivation among the user community before they are able to start managing by their objectives.
Perspectives and objectives appear in the following areas of the application:
Users can see all perspectives and objectives in the scorecard by going to the Objectives screen in the Scorecard component.
Users can monitor the budget status of selected objectives in the My Performance Summary section of the Home component.
Initiative authors can use assign perspectives and objectives to initiatives and then filter initiatives by a particular perspective or objective.
Users can click on objectives and perspectives in a Goal Diagram in the Strategy component to display a menu box that shows the items used to measure the performance of that object.
Note
You can override some definitions for a perspective or objective within a context while retaining the definitions for the perspective or objective in the library. For information, see Perspective and Objective Description Overrides by Context.
You are an administrator or a user assigned to an application group with Create/Edit Objectives permissions. If the Perspectives and Objectives link in the Libraries section is unavailable to you, it means you do not have the correct permissions.
Once you create at least one perspective, you can create the objectives for it.
You can do the following when creating perspectives and objectives:
Create a new perspective. For more information, see Creating a Perspective.
Create a new objective. For more information, see Creating an Objective.
Edit a perspective or objective. Contexts that already use this perspective or objective are updated.
Rename a perspective or objective. Contexts that already use this perspective or objective are updated.
Delete a perspective or objective.
You can delete a perspective or objective before or after it has been assigned to a context. If the perspective you are deleting has a status indicator that is measured by a KPI or by objectives, the KPI or objectives do not get deleted. If the objective you are deleting is currently associated with a KPI, the KPI does not get deleted.
You can remove the perspective or objective from a context without deleting it. For information, see Objective Selection.
To create and maintain perspectives and objectives choose Perspectives and Objectives from the Libraries section.
To create a perspective or objective, click New Perspective or New Objective.
To edit a perspective or objective, select it and modify the definitions.
To rename a perspective or objective, select it and click Rename.
To delete a perspective or objective, select it and click Delete.
