Creating an Objective 
Click Perspectives and Objectives in the Libraries section.
Click New Objective to display the Create Objective dialog box.
From the Perspective drop-down list, select the perspective to associate with this objective.
In the New Objective text box, type a name for the objective and click Save.
The objective now appears under the associated perspective in the Perspectives and Objectives list.
Note
To maintain uniformity of names, you should type an objective name no larger than 50 characters, including spaces. This way, all objectives fit on two lines and have the same look. Once you review the objectives in the Scorecard component, you may need to return to this section to rename the objective if it does not fit correctly.
Enter the required information for the Description text box and the Responsible drop-down list.
Note
If there are more than 500 users, then you see an Edit link instead of a drop-down list. In this case, click the Edit link to display a Users dialog box containing user names. Then select the user who is responsible for this objective and click OK.
(Optional) If you want to associate links with this objective, click Edit next to the Associated Links box and enter the following data:

Type a URL you want to associate with this objective. You do not have to type http:// because that information is automatically inserted if you omit it. For example, you can type http://internal.company.com/ or you can type: internal.company.com. |
Title |
Type a text name that identifies this URL. The text name appears in the application instead of the URL.
The users see these associated links in the Scorecard component of the application when they display detail information about this item. Users can double-click on the link to go to its location. End of the note. |
Click Save.
