Releasing Budget 
Use
In many organizations, distributing a budget is not the same as releasing the funds. For this reason, Funds Management includes a release option, which you can use to release the budget bit by bit. The release is based on the current budget - that is, the original budget as amended by supplements, returns, and transfers.
Prerequisites
You must decide whether you want to use releases or not. If you have released the whole budget or only part of it for an FM account assignment, you must also gradually release the budget for all other FM account assignments.
Features
A release can be expressed in percent or as absolute amounts.
A release can relate to annual values and/or overall values.
A release can take place automatically with the budget distribution and budget transfer.
You can activate the automatic release for each budget profile in Customizing of Funds Management Government. To do this, in IMG select
Funds Management Government 
Former Budgeting Budget Profiles Set Up Budget Profiles. 
With the automatic release, the corresponding background releases for expenditures FM account assignments with budget transfers and distribution are also posted. Take note that the maximum amount that this automated release can transfer or distribute from the sender is the amount that has already been released.
If you do not activate the automated release, the maximum amount that can be transferred or distributed from the sender is that which has not yet been released.
