Setting Global Shared Content Folder Permissions 
You give users permissions for creating, uploading, and displaying content in the Global Shared Content folder.
The permissions defined for the Staging Area folder and the folders residing under it in the portal content directory (PCD) are delegated to the relative folders in the Knowledge Management (KM) repositories. Therefore, the Staging Area folder and the folders under it in the content library have the same permissions as their counterparts in the content editor.
Procedure
In the portal, choose
Content Administration 
KM Content Toolbox Permissions 
.Define the permissions for the /Global Shared Content folder.
Depending on your scenario, the permission configuration may vary. The following table provides an example of initial permission configuration for the Global Shared Content folder:

Permissions
Administrators
Permission Owner
Area owners, editors, and authors who contribute content to the folder
Read/Write or Full Control.
