Defining Web Page Composer Permissions 
The standard delivery contains the Area Management role (technical name: AreaManagement). This role contains a page called Content Editor in which you carry out all creation tasks for Web Page Composer. You should assign this role to all area owners and authors. Portal users that are not assigned to the Area Management role, but who have been given permissions for a design time page, can edit that page, but cannot create new pages or areas.
Web Page Composer templates and roles are supplied with default permissions. You only need to check that the relevant objects have the correct permissions settings.
