Purpose
AFS quotas are the result of politically motivated restrictions of the free goods movement. You define a restriction for the import of certain goods from a third country.

The importing country I decides to import a maximum of 100,000 tons of cotton from exporting country E during the time period t. The cotton is split in quotas and can be imported during the specified time period. If the import quota for country E has been reached, the vendors of that country are no longer taken into account during the source allocation.
