AFS Quotas

Purpose

AFS quotas are the result of politically motivated restrictions of the free goods movement. You define a restriction for the import of certain goods from a third country.

Example

The importing country I decides to import a maximum of 100,000 tons of cotton from exporting country E during the time period t. The cotton is split in quotas and can be imported during the specified time period. If the import quota for country E has been reached, the vendors of that country are no longer taken into account during the source allocation.

Process Flow

If the system should check for AFS quotas in the source allocation, define quota categories in Customizing via Materials Management ® Purchasing ® AFS Source Allocation ® Define Quota Categories. You can assign these quota categories to individual materials in the Purchasing view of the material master.

If you want to check for existing AFS quotas during the source allocation, set the indicator quota check in Customizing (Materials Management ® Purchasing AFS Source Allocation ® Define Source Allocation Control).

Specify the affected countries and the quota quantities for the quota categories defined in Customizing. To do this, choose Logistics ® Materials Management ® Source Allocation ® Maintain AFS Quota. In addition to the total quantity, you will see the already consumed quantity displayed here.

Open purchase requisitions will only be checked for AFS quotas during the source allocation if you have activated the quota check in Customizing.

In the source allocation you can only consume the existing quota quantities. If the quantity of the purchase requisition exceeds the quota quantity still available, the allocation will be rejected.

If you manually assign the purchase requisition, a warning message will display the exceeding of the import quota. Unlike in the source allocation, however, you can manually assign even those vendors whose quota quantities have already been exhausted.

Note

Within the definition of your sort and vendor ranking criteria, you can decide whether vendors for whom you have specified import quotas should be considered in the respective source allocation run. By setting the indicator Exclude quota restricted vendor, you control at which time and for which purchase requisitions quota quantities should be reduced. If you set this indicator, only those vendors will be assigned in a source allocation run, for whom no import restrictions are valid.
