Prerequisites

The definition of the carryforward rules is based on the carryforward parameters.

The carryforward parameters must be created in Funds Management Customizing for your FM area and fiscal year in which you want to maintain the carryforward rules.

Rules on which a commitment carryforward was based can no longer be changed. If you want to change such a rule, you must first reset all carryforwards that were based on this rule.

Procedure

  1. Choose Accounting ® Public Sector Management ® Funds Management ® Additional functions ® Closing operations ® Carryforward Rules ® Maintain.
  2. Enter the required data on the initial screen.
  3. If you do not specify a fiscal year, the system calculates one, based on the current fiscal year and the time horizon entered in the budget profile.

    If you do not want to define the whole funds center and commitment item hierarchy, you can enter a funds center and commitment item from which the hierarchy is to be built up. In addition, you have the possibility of Restricting Levels.

    If you want to define the rules for a particular fund, enter a fund. You can make a generic entry "*" in the Fund field. Rules defined like this are valid for all funds, unless you enter specific rules for some of them.

  4. Choose Continue.
  5. You reach the screen Change carryforward rules: Basic screen.

    Depending on what you entered on the initial screen, the screen shows an overview of the funds centers in combination with a top commitment item, along with the entry in % for the carryforward. You can further expand the commitment item hierarchy by double-clicking again.

    Note

    If you enter the top funds center of a hierarchy on the initial screen, the system also displays a generic entry for the funds centers "*" and commitment items "*". If you define a rule for this entry, it is valid for all funds centers and commitment items unless you have defined special rules.

  6. To maintain a generic rule or rules for individual elements, select one or more elements and choose Goto ® Maintain rules.
  7. This takes you to the detail screen.

    If you have already defined a generic rule, this rule then appears for each element for which you have not entered any specific rule. You cannot change this generic rule.

  8. Choose Edit ® New entry and enter the receiving funds center, commitment item and if required the fund as well as a percentage rate.
  9. If the carryforward parameter allows it, you can make several entries for budget remainder carryforward in order to distribute the residual budget on a percentage basis to several funds centers or commitment items.

  10. Choose Back.
  11. This takes you to the basic screen.

  12. The system checks that you have not specified that more than 100% of the residual budget should be carried forward. If errors occur, choose Extras ® Error log to display the error log.
  13. The system displays the entries you have made. The system displays the generic rule for the individual elements for which you have not made any specific entries. If you have made more than one valid entry for an element and distributed the residual budget, say using percentages, to more than one element in the new year, the total of these percentages is displayed.

  14. Save your entries.

Result

You have defined carryforward rules for a certain fiscal year.

When executing programs that do fiscal year change operations, the commitments carryforward and the carryforward of residual budget are done according to these rules.
