Purpose
Changes can be made to the original budget for both the investment program budget and for the measure budget at any time (Supplements and Returns). These changes are managed as line items in the system. You can display them as an explanation of the current budget (Extras
® Line items in the budgeting functions). The system manages supplements and returns separately from the original budget. Therefore, the system displays them separately in reports (refer to Budget Values ).Process Flow
Supplements and returns to the measure budget also change the distributed values at the level of the investment program to which they are assigned. However, this applies only when the budget was distributed directly from the investment program position to the measures belonging to it.(The Budget distribution indicator has to be set in the master record of the investment program position.) Otherwise, you can post supplements and returns to investment measures, but they do not influence the distributed values in the investment program.
The graphic below shows a budget supplement for an investment measure (2), which was carried forward from the investment program of the previous year. Measure 2 receives a supplement of 100. This supplement comes from the new budget for 1998. When the supplement is entered, however, you have to enter 1997 as approval year.
