Creating a Portal Application
Use
Generally, you create a portal application that defines a component or service. However, you can create an application that only contains web resources, such as HTML, CSS or other files that are available for other components.
Prerequisites
You are currently in the Enterprise Portal perspective.
Procedure
To create a portal application, you must perform the following tasks:

Create a portal application project, as described in Creating Portal Application Projects

Optionally, create a portal component, as described in Creating a Portal Component

Optionally, create a portal service, as described in Creating a Portal Service

Edit the portalapp.xml file, as described in Editing a portalapp.xml File
