The COUNTER table contains all the counters configured in subscriptions, charging
contracts and charge activation objects.
These counters are first declared in offers and charge conditions (of offers),
or in charge plans (see CAPA_COUNTER) and
charges customized in charge plans (see CAPI_COUNTER).
Then they are initialized in a subscription or in a charge activation.
