German Local Authorities

With Enterprise Release 6.0, BCS supports more of the functionality developed in Former Budgeting for German Local Authorities (GLA). The migration reports have been enhanced to allow migration of the corresponding data:

  • Cover eligibility

    • Migration of FB cover pools and unilateral CE rules – see Migrating Cover Pools and Unilateral CE Rules .

    • Migration of eligible and non-eligible budget and release data

    • For budget and release data, BCS distinguishes between eligible and non-eligible budget types in the following way:

      • For release data, as only one budget type is defined for each kind of budget (eligible or non eligible), the report will determine automatically which kind of budget should be used.

      • For budget data, you must implement a derivation strategy to determine which budget type should be used in BCS depending on your existing FB data. For this see the documentation of the IMG migration activity Define Derivation Strategy for Line Items (FMBCS_FMCUDERIVMIG) .

  • Release groups and local locks are not supported in BCS. Note that release groups should also no longer exist in Former Budgeting. If you still have such entries (Budget type VORGA = KBF3, KBF4, KBF5, KBF6) in the data you want to migrate, they will be rejected during migration. To correct your database on the Former Budgeting side, you should run the report RFFMREL2 before migration.

  • Year of cash effectivity: You can migrate data for which the year of cash effectivity is relevant.

  • Financial budget: A new budget category has been created in BCS for this data. Migration is now possible for the financial budget, in the same way as for the other two budget categories.

  • Financial result: A new value type (S1) has been created in BCS in order to create a financial result for a fiscal year. This makes it possible to also migrate the financial result. However, the reassignment of FM account assignments is not taken into account for financial result of previous years.

  • In FM Account Assignment Elements Relevant to Migration , you can see the indicators that are specific to German Local Authorities which are not considered by BCS during migration.

Recommendation

If you are a GLA customer, SAP recommends that you clarify exactly which functionality you are currently using in Former Budgeting for which migration is not supported . Depending on the evaluation of the gaps involved, you can nevertheless run the migration, even if only partially.

Note Note

If you are working with budget memos, for which there is currently no migration tool, you must first migrate your existing FB cover pools to BCS, and subsequently complete the BCS data manually by creating budget memos in BCS and assigning them to the BCS cover groups .

Starting with Rel. ECC 6.0, you can assign default budget memo templates via selection options for in the IMG activity on the migration of FB cover pools and unilateral CE rules. Here you define one template for each role – sender, receiver, or receiver as well as sender. In this case you should first create the budget memo in BCS, and then migrate your existing cover pools for the different budget memo assignments that you need.

If you are a customer using update profile400, and you are also using any of the above FB functionality, you cannot use the migration program (or only for partial migration) to migrate the above data.
