The following account assignment elements are required for budget entry and reporting: commitment items, commitment item groups, functional areas, functional area groups, funds centers, funded programs, funded program groups, and funds. The entities used by the federal government of the United Arab Emirates (AE) are mapped to these account assignment elements.

Programs and Subprograms

To enable budget entry and reporting, you must create a functional area group that represents the overall hierarchy of programs and subprograms. You assign the required programs to the top node of the overall hierarchy and the subprograms to the programs. The structure and mapping are as follows:

During budget entry and reporting, the system can identify the program to which a subprogram belongs by checking the hierarchy. For more information about how the system determines the relevant hierarchy, see Customizing for Groups.

Budget Chapters and Account Groups

To enable budget entry and reporting, you must create a commitment item group that represents the overall hierarchy of budget chapters. You assign the required budget chapters to the top node of the overall hierarchy, and the account groups and commitment items to the budget chapters. You can also assign commitment items to the account groups. The structure and mapping are as follows:

Note Note

To display the total payments to vendors in the budget reports, you must assign financial transaction 60 (Post rcvbls and pybls from goods + services) in the master record of the commitment item that is entered in the G/L account of the vendor.
