Generation of Commitment Items and Commitment Item Groups
The Ministry of Finance provides a list of predefined commitment items that is unique to all public sector organizations and that remains largely unchanged over the years. To generate the required commitment items automatically by FM area and budget chapter, you can use the Set Up Commitment Items and Commitment Item Groups
(RPGENFM_CI_SETUP
) report. The report generates the commitment items and commitment item groups (that is, budget chapters and account groups) for the specified FM area, and assigns the commitment items to the relevant commitment item groups. You can also use the report to create or replace the names and descriptions of existing commitment items for the selected FM area.
You have entered the data for the commitment item groups and commitment items in Customizing for Public Sector Management
under in the activities Maintain Data for Commitment Item Groups
and Maintain Data for Commitment Items

Note the following:
To display the total payments to vendors in the budget reports, you must assign financial transaction 60
(Post rcvbls and pybls from goods + services
) in the master record of the commitment item that is entered in the G/L account of the vendor. You can specify this financial transaction when you define the commitment item data in the Maintain Data for Commitment Items
Customizing activity.
You create all texts (for example, commitment item group description, commitment item name, alternative description, and original description) in the logon language. You must therefore log on in both languages to create the texts in English and Arabic.
The report can create a commitment item only if the commitment item is assigned to a group. That is, when you define commitment items in the Maintain Data for Commitment Items

In the Customizing tables, you define the data for the relevant country, not for the relevant FM area. In addition, even though you can enter different versions of groups and commitment items, you cannot specify the relevant version on the selection screen of the report. To create different commitment items for different FM areas, you must therefore make sure that the data in the Customizing tables is correct for the FM area before you run the report.
Based on the data entered in Customizing, the report does the following:
Creates the master data for the commitment items and commitment item groups in the logon language or country language, depending on your selection criteria
Updates the names and descriptions of the commitment items in the logon language
To update the texts in English and Arabic, for example, you must run the report in both logon languages. Note that the report cannot update the group description.

For United Arab Emirates, you must create the overall hierarchy of budget chapters and account groups after you have run the report. You create a commitment item group manually for the overall hierarchy (that is, the top node of the budget chapter hierarchy) and assign the commitment item groups (that is, budget chapters and account groups) generated by the report to this commitment item group.
