
You have Role Assigner permission for the role you want to assign.

Administrators assigned to the Super Administration or User Administration roles can assign all portal roles to users and groups. These roles contain the Manage_ All UME action which implicitly provides role assigner permissions for all portal roles
You have user administration rights in the portal.

Portal roles define how content is grouped together and how it is displayed in the Portal. By assigning a user or group to a portal role, you define which content that user or group sees in the portal.
To assign portal roles, use the identity management application. To assign user management engine (UME) roles and other principals, use the same application.

Start identity management.

Choose a user or group.
In the Details view, choose the Modify pushbutton.
Choose the Assigned Roles tab.
Under Available Roles , search for a portal role.
You can narrow the search by selecting a data source to search.
A federated portal network adds some complexity. You can search remote data sources, meaning remote portal systems in your network. If you search All Data Sources this includes the remote portals.
To view the details of assigned and available roles, click the Name , and choose Show Details . The details appear in a new window.
Select from the available roles and choose the Add pushbutton.
Save your entries.
Users and groups assigned to a role inherit the permissions of the role. By default this is end user permission.
