Before you use the Customizing Distribution or compare customizing with the Customizing Scout, you must fulfill their technical prerequisites in the systems involved. This process describes how to make the necessary system settings.
You have installed the SAP Solution Manager, as described in the Installation Guide.
The installation guide is in the SAP Service Marketplace service.sap.com/instguides -> SAP Components -> SAP Solution Manager.
The system administrator or project manager must have the following authorizations in the managed systems to be able to make Customizing Distribution settings:

You can also use authorization profile S_CUS_CMP in the managed systems. You may have to edit authorization profile S_CUS_CMP in the administered systems if this was not already carried out when SAP Solution Manager was being installed. For more information, see SAP Note 492908.
The Application Consultant role has all the authorizations needed to set up Customizing Distribution in SAP Solution Manager.
Customizing Distribution requires all Customizing changes to be automatically included in a transport request. Therefore, set the clients in the managed systems to Record Changes Automatically in transaction SCC4. Set all clients in the managed systems to modifiable in transaction SE06, and make settings in transaction SCC4 to allow changes to cross-client Customizing.

For the Customizing Scout:
If you have created RFC connections for SAP R/3 3.1I or 4.0, enter them in the
table scdtsysrfc with the transaction SE16, because the system does not do
so.

1. Go to the target system to which you want read access with the Customizing Scout, for a customizing comparison.
2. Create a user with which you want read access to the target system in the user maintenance transaction (SU01).
3. Assign the authorization profile S_CUS_CMP to the user. Read SAP Note 492908 to check the authorization profile for completeness, and enhance it if necessary.
4. If no RFC connection has yet been created, create an RFC connection to the SAP Solution Manager system, with the RFC connection maintenance transaction (SM59).
5. Save the created user and password in this RFC connection for future read access to the system with the user.
Follow the detailed description in the Project Administration help (transaction solar_project_admin) to perform the following steps:

1. Create a project in Project Administration.
2. Define a system landscape for this project. Ensure that development systems are defined for all components.
3. Generate a project IMG for all development systems.
You are taken to Project Administration in the system. Transports, which are also used during Customizing, must be created for this project in the managed systems.
4. Create customizing and workbench transports for this project.
5. If you want to distribute customizing changes after transport change or transport release, create tasks for all customizers in the systems involved, in the transport requests.
6. If you want to distribute customizing with the Initial Distribution or timed, as system administrator, create tasks for yourself in the transport requests in the systems involved. If you want to Redistribute Customizing after Errors, you must also have a task in the transport requests in the systems involved.
7. Go Back and save your entries in the SAP Solution Manager system.
If you use another component than those of the ERP system, e.g. to compare SAP R/3 and SAP MDM, you must load the synchronization objects for these components, to adjust structure differences between SAP ERP and SAP MDM.
Go to the Synchronization group editor and load the synchronization objects by choosing Goto →Load Object Lists.
You can now compare customizing in different systems, with the Customizing Scout. You can also now use Customizing Distribution.
