Diagnosis
You have opened the Budget Scenario Definition window, but you could not define a budget scenario since your company has not initialized budgets.
Procedure

Ask your superuser to follow the steps below.

Choose
Administration 
System Initialization General Settings Budget 
.Select the Budget Initialization checkbox and choose Update. A system message displays:
Mark all P/L Accounts as budget accounts?
Choose Yes, then choose OK.
