Diagnosis
You have opened the Distribution Rules - Setup window, and have tried to add new distribution rule, but you have not specified any cost center in the table.
Procedure
In the Distribution Rules - Setup window, specify at least one cost center code in the Center Code column.
Specify a value in the Value column.
Choose Add.
