In the Rules Navigator view, expand the project node and select the ruleset or flow ruleset.

The ruleset or flow ruleset overview page opens in the Editor Window.

Under the Rules section, choose New....

In the Add New Rule dialog box that appears, enter the name of the rule.

Enter comments in the Documentation field.

Choose the status and priority of the rule.

Choose Ok.

The new rule opens in the Editor Window.
