In the Rules Navigator view, expand the project node and select the ruleset.

The ruleset overview page appears in the Editor Window.

In the context menu of the ruleset, choose Duplicate....

In the dialog box that appears, enter the name of the ruleset.

Choose Ok.

The ruleset appears in the Rules Navigator.
