Procedure

  1. In the Project Explorer view, expand the buyerrules node and in the context menu of the Rules Modeling node, choose New Ruleset.

  2. In the dialog box that appears, enter discountrules in the field. Choose OK.

Result

In the Project Explorer view you should see the discountrules node under the Rules Modeling node as shown below:
