Project Localization 
You can use this function to fully localize your projects. The localized strings are used in transactions and .irpt and JSP pages.
The system localizes your projects using the following languages in the following order:
user language
system language
English (EN)
If localizations are not found for any of the above languages, the original key is returned.
Activities
On the Meta-Inf tab page in the SAP MII Workbench, you can use your secondary mouse button to select the Bundles folder in a project and select the Create New Resource option. You select the language and a new .properties file is created. In this file, you can add name=value pairs for the specified language.
