Queue Time (Earliest and Latest Dates) 
The queue time is the interval between the earliest and latest dates of the operation.

During each scheduling run, the system calculates the earliest and the latest dates for the individual operation segments.
When calculating the earliest dates and times the queue time is not used.
When the system calculates the latest dates and times the system assumes that the normal queue time is valid.
