Excise Movement and Control System (EMCS) is used in the European Union to exchange electronic data with the customs authorities in connection with the transportation of excise goods, such as alcohol or tobacco, under suspension of excise duty. EMCS is based on the exchange of an electronic administrative accompanying document (e-AAD) between consignor and consignee of the goods, and the customs authorities. EMCS is a further development of the paper-based administrative accompanying document (AAD).

You can use the EMCS Cockpit to centrally administer the key functions of EMCS-specific sequences in SAP ERP.

This form of data exchange with the customs authorities is relevant for the following organizations:

  • Consignors and consignees of goods who have a licensed tax warehouse for excise goods

  • Authorized consignees who have no tax warehouse but are authorized to receive goods under suspension of excise duty

  • Consignees with temporary certificates authorizing them to receive goods under suspension of excise duty for a limited period of time

Integration

You use SAP GTS for your communication with the German customs authorities. SAP GTS is certified by the German customs authorities to participate in the EMCS process in Germany. SAP GTS receives data from SAP ERP and performs checks and automatic completion runs on the basis of this data to ensure that customs requirements are met.

This process only covers the German legal requirements of an EMCS sequence in SAP ERP with the use of SAP GTS. For more information, see SAP Note 889400.

You have set up a Remote Function Call (RFC) connection for the communication with SAP GTS. Note that you have to configure the settings for data exchange from SAP ERP to SAP GTS as well as in the opposite direction. These settings determine what master data is replicated from SAP ERP to SAP GTS.

Prerequisites

  • All parties involved must have the appropriate authorizations from the customs authorities to allow them to participate in the EMCS sequence, as well as the required hardware and software.

  • You use SAP GTS and have configured it appropriately.

  • You have made the basic settings for excise duty master data on the SAP Easy Access screen under   Logistics   Materials Management   Excise Duty   Master Data  :

    • Material

    • Consignees/Ship-to party

    • Vendors

  • You have made the necessary EMCS settings in Customizing under   Materials Management   Excise Duty   Excise Movement and Control System (EMCS)  .

  • To be able to use the EMCS Cockpit, you must use an ERP system with SAP NetWeaver Business Client. Here you need to set up the Web Dynpro application (/BEV2/CS_EMCS_COCKPIT_GAF or /BEV2/CS_EMCS_COCKPIT_OIF).

    Alternatively, you can use the EMCS Cockpit with transaction /BEV2/CS_COCKPIT in the SAP GUI.
