Tolerance Limits for Excess Amounts 
By defining tolerance limits for the difference between amounts when reducing earmarked funds, you can check whether the reducing document exceeds the earmarked funds being reduced.
When reducing earmarked funds, the SAP system checks whether the amount of the reducing document is different from the amount of the earmarked fund being reduced. If you have defined excess tolerances, differences will be permitted within these limits. If the difference exceeds the tolerance limit, the system displays a message.
There are several ways of allowing the amount to be exceeded. You can stipulate whether the tolerance limit is to apply for each document type or each document item.

You should take note of the following dependencies between percentage-based and absolute tolerance limits in Customizing and the definitions in the document line item.
Tolerance limits are only defined in Customizing
If a percentage-based and an absolute tolerance limit are defined, the one with the smallest variance is used for the check.
Tolerance limits are defined in Customizing and in the document line item
If tolerance limits are defined in the document and in Customizing, the one with the smallest variance is used for the check.
If a percentage-based tolerance limit is defined in Customizing, you can override the Customizing setting by flagging the Override Global (Percentage) Tolerance indicator in the document line item. Note that this indicator does not override absolute tolerance limits.
Note
By setting the Override Global (Percentage) Tolerance indicator and not entering a percentage in the Excess Tolerance field of the document, you can prevent the document from being exceeded even if a percentage-based excess is permitted in Customizing.
Tolerance limits are defined in Customizing and the unlimited excess indicator is set in the document
This means that the earmarked funds can be exceeded by an unlimited amount. The Customizing settings are overridden.
