Yon use batch input report RFBIKRK0 to create and change customer master data, if you are using the name enhancement of Public Sector Management.

In particular the name enhancement (alternative name fields in the customer master record) is available in both programs. Activities

If you want to transfer the vendor master data to the SAP system by batch input program, you have to call the data transfer workbench (transaction SXDA) and select the object type customer (KNA1).
