Migration and Reporting 
The tool to use for reporting is the Business Information Warehouse (BW). For this reason, the number of standard reports that you can run using the Report Writer tool is limited. In the area of drilldown reports, please note that the reports available for FB are not supported by BCS.
The Report Writer tool is a structured reporting tool that you can use to carry out reporting for BCS data. For US public sector customers, one GASB requirement is to report budget information as aligned with actuals and commitments.
For reporting on FM actuals and commitments, SAP provides this information for Former Budgeting and for BCS in the following two Report Writer libraries:
Former Budgeting – Report Writer Library 0FA
BCS – Report Writer Library 4FM
The GASB reports are defined inside the Report Writer library. Each report is assigned to one reporting group:
In Library 0FA for Former Budgeting : Report 0FA1-001, Report Group 0FA1
In Library 4FM for BCS : Report 4FA1-001, Report Group 4FA1
You can display and run these reports via transaction GRR3. The SAP-delivered reports contain the same information in both Former Budgeting and BCS. However, since the report libraries are not connected, customer reports created within an FB library need to be recreated in the BCS library.
Note
If you are migrating to BCS, this means that in Library 4FM, you need to recreate all reports that you built within Library 0FA. Note that the reports need to be redesigned in accordance with the BCS database structure.
The following additional standard reports are delivered in BCS:
Report 4FBUDGET – Budget Output . This report provides the same information as the FB reports FMRP_RFFMTO50 (list output) and FMRP_3FMB4001 (overview).
Note that the output and displayed data is not identical, since columns such as “distributable, distributed or assigned” are no longer relevant in BCS.
Report FMRP_RW_BUDCON – Budget Usage . This report provides the same information as the following Former Budgeting reports, although the output and displayed data are not exactly the same, since here also, columns such as “distributable, distributed or assigned” are no longer relevant in BCS:

In the area of BW, the following functionality is available to carry out reporting for BCS:
The new InfoCube 0PU_C02 Commitment/Actual and Budget in Funds Management (BCS) has been created for BCS. The commitment and actual data, as well as budget data, is uploaded to this InfoCube. Note that you can also do a delta upload.
The DataSources (formerly called ODS), InfoSources and PSA objects (Persistent Staging Area) used for commitment and actual data are the same in Former Budgeting and BCS.
For the budget data of BCS, the new InfoSources 0PU_IS_PS_41 Budget (Totals Records) , 0PU_FM_42 Budget Line Items (BCS) , 0PU_FM_43 Budget Entry Documents (BCS) and 0PU_FM_44 Budget for Consumable Budget and Consumed Amounts and the new objects in BW that correspond to these objects (called 0PU_ O41, 0PU_O42, 0PU_O43 and 0PU_O44) have been created.
New queries have been defined for the new InfoCube 0PU_C02 for BCS.

The definition of budget key figures for BCS differs from the budget key figure definitions for Former Budgeting. For more information, see Key Figures in BCS .
You can also define new update rules in BW and upload the budget totals records of Former Budgeting from PSA 0PU_O11 into the new InfoCube for BCS (0PU_C02).
