Migration and Availability Control 
Within BCS, availability control (AVC) is an independent tool. It provides most of the existing functionality of Former Budgeting, but the implementation process is somewhat different. For this reason, there are no migration tools for availability control settings, meaning that you must recreate all AVC ledgers in BCS.
In order to use the availability control functionality in BCS, it must be customized. For this see BCS Availability Control .
The control ledgers for budget data are automatically updated during document migration. For AVC data related to actuals data, the availability control ledgers need to be reconstructed in BCS after migration.
AVC checks are carried out for control objectsthat bundle several budget addresses. In order to create a model similar to the one you had in Former Budgeting, the relationship between the budget address and the control object should be one-to-one.

BCS budget tables do not store availability control data.
