Service definitions are published together with bindings in the Services Registry. When service bindings are created, updated, or deleted in the back-end system, information about the service bindings is automatically published to the Services Registry in accordance with the active publishing rules.

Automatic publication is not subject to the active publishing rules. When a service definition is configured, SOA Manager publishes its binding to the primary Services Registry without checking the active publication rules. It is assumed that publication is always necessary when a binding is created for a service definition.
