With this Business Function you can register taxpayers and define processes for the automatic mass processing of tax returns. The relevant submission dates can be monitored in the system and outstanding tax returns can be automatically dunned.
Submitted tax returns can be entered into the system in different ways. For example, you can scan the tax form into the system.
The data on the returns is validated in the system automatically in accordance with the rules you defined in the Business Rule Framework (BRF). You can trigger follow-on activities if inconsistencies occur. For example, tax returns that do not match the rules defined in the system can be forwarded to the responsible tax officer via a workflow. Your tax officer can process the inconsistencies manually using a Web application in SAP NetWeaver Portal.
The tax owed is also calculated using the Business Rule Framework (BRF).
If you have activated this Business Function, you automatically get the functions of the Business Function PSCD Collection and Disbursement.
You have set up application component Contract Accounts Receivable and Payable (FI-CA). You have activated Business Function Set Industry Extension for Public Sector and Business Function PSCD, Tax Processing. Registering Taxpayers
You can register taxpayers in the SAP system using a Web Dynpro application. It takes the tax officer through the registration process step by step. The main advantage of this application is that the tax officer does not require any knowledge about master data processing, structures, or transactions of the back-end system. The program creates the necessary master data (business partner, contract accounts, contract objects) automatically once the registration process is complete.

Uploading tax returns to the SAP system
You can upload the data of scanned tax forms or returns to the SAP system for further processing. Uploading occurs using the migration object PS_RETURN in the migration workbench (transaction EMIGALL). For more information, see UploadingTax Returns.
Tax validation and calculation using the Business Rule Framework (BRF)
You can use the Business Rule Framework (BRF) to map rules in the system for the validation and calculation of object-based and form-based tax. For object-based tax, the tax obligation is justified by the object (such as vehicle tax). Tax for which the taxpayer has to submit a tax return (such as income tax) is called form-based tax. The BRF is called in the single and mass transactions for calculating object and form-based tax and also for the validation of forms from the application for processing tax returns. Business Package for Tax Officer (Public Sector) 1.30
For the manual processing of submitted tax returns, SAP provides a business package that models a working environment with a work overview for a tax officer, for example. The Business Package contains the tax officer role. Employees assigned this role get easy access to information on the Portal that they need in order to process the tax returns efficiently. For example, a personal worklist with tax returns, direct access that they can use to call up a tax return directly, and a complex search function. There is also now an application based on the WebDynpro for ABAP for the processing of individual tax returns. You can check tax returns with this or correct form field values and header data on a tax return. The data for processing as an interactive form is provided for this. With this application
you can continue to compare forms and form field values that create notes and create or simulate tax assessments. The functions can be enhanced with services that you define in Customizing for Contract Accounts Receivable and Payable
. You can define these services independently
of the revenue type, as with external links.

Billing
The program Validation and Billing of Tax Returns and Requests (Individual Creation)
(FMCAFOBIS) creates billing documents for form-based tax for individual business partners, contract accounts, or contracts. You can choose whether you only want to create billing
documents (or simulated billing documents), or also invoicing and posting documents, and whether you want to trigger the printing of tax assessments.
The program Create Billing Documents for Object-Based Tax
works similarly, but you have the option of creating adjustment billing for billed objects here.

Invoicing billing documents
You can invoice the created billing documents. The system includes the billing results in the invoicing document and derives postings from the billing data in Contract Accounts Receivable and Payable. The invoicing documents are also the basis for the printing of tax assessments. For more information, see Invoicing Billing Documents.
Generating Forms
You can create forms based on the inbound correspondence requests, for example the sending of forms for income tax returns. These forms are sent to taxpayers who fill them in and then send them back. For more information, see Generating Forms.
