When the folder scanner scans the inbound folder, it identifies which data deliveries are complete by checking that all the mandatory files are present.

When data is delivered in the self-descriptive exchange (SDX) format, the folder scanner detects a data delivery as being complete when the metafile is present along with all the files described in the metafile.

A valid metafile must have a format and a dimension file.
