You can use this business function to implement the SAP US Federal Government (PSM-FG) solution, which provides functions required specifically by the Federal Government of the United States. It standardizes communication of financial data between the US Federal Treasury and US Federal agencies.

In addition, to use any of the features in the PSM-FG solution, you must first activate it. To do this, go to Customizing and choose Public Sector Management —> Functions for US Federal Government —>General Settings —>Activate Federal Government Functionality.
The Business Function offers the following features:
Budgetary Ledger Enhancements
Option for upward/downward adjustments calculated at document level, rather than accounting line level for net posting at overall fund level.
Budget Control System (BCS)
Additional Transfer Agency, Transfer Account, and Trading Partner fields in the Budgeting Workbench header. FACTS II requires Transfer Agency and Transfer Account to be included on budget transfers between agencies. These can be derived using the FACTS derivation tool, but rules must be set up. You can enter these fields directly into the budget transaction without updating the derivation rules first, though rules can still be used if desired.
Document Chain
The Document Chain report allows the entry of a document number within the ‘Order to Cash’ or ‘Procure to Pay’ process so that related predecessor and successor documents can be displayed. Various views are available, such as Funds Management View and Ledger View. You can use the feature as a standalone transaction or you can call it from the transaction register report.
Cancelled Funds: Asset Transactions
Extended customizing to allow maintenance of distinct ‘Transfer in’ and ‘Transfer out’ accounts. Adjusted interface for ‘Intercompany Transfer’ in Asset Management to Financial Accounting to accommodate separation of accounts. The improvement can be used to transfer 'Cancelled Funds'. The Federal Requirement to distinguish between unique Federal USSGL Accounts ‘Transfer In’ and ‘Transfer Out’ was previously not possible in an automated process. Manual adjustment postings were necessary. Changes in configuration and posting interface now allow the use of separate accounts.
