You can use this business function to implement improvements to the Budget Control System (BCS) feature in the Funds Management (PSM-FM) solution. These new features cover a number of areas, improving usability and increasing efficiency in BCS.

The business function offers improvements and new features in the following areas:

Budgeting Workbench (BWB)

Previously, it was necessary to post an entry document for each budget category in the Budgeting Workbench. With the improvements delivered as part of this business function, you can now define a Budgeting Workbench layout with more than one budget category, and create, change, display, hold or reverse a budget document with several budget categories.

You can also create a transfer, RIB or BALA document with several budget categories. Note that in this case the document has to be balanced per budget category.

With the enhancement of the derivation strategy for additional budget line items, you can generate additional lines for another budget category in Budgeting Workbench.

Revenues Increasing the Budget (RIB)

  • Support for RIB rules based on revenue cover groups:

    Revenue cover groups offer an alternative to existing RIB objects for defining the contributors to RIB rules. You can create revenue cover groups comprising revenue budget addresses that bundle revenue and revenue budget data for RIB rules.

  • RIB amount calculation for RIB rules based on revenue cover groups:

    All revenue and revenue budget data is now taken into account during calculation of the transferable RIB amount from an RIB rule based on a revenue cover group. This provides total revenue values and total revenue budget values for further calculation.

  • Support for RIB rules with call procedure:

    Available revenue from RIB rules can now contribute to automatic cover groups, providing additional consumable budget to RIB rules with call procedure.

  • Manual maintenance of single RIB rules:

    You can create, delete, or modify an RIB rule based on a revenue cover group. You can choose to use call procedure or distribution procedure. Note that you cannot assign an RIB rule with call procedure to more than one automatic cover group per AVC ledger.

  • Mass maintenance of RIB rules:

    You can generate RIB rules based on a revenue cover group other than RIB objects. You can also specify the procedure (call or distribution) to be used for new RIB rules created using mass generation.

Cover Eligibility

  • This business function provides support for revenue cover groups in both manual and mass generation. Revenue cover groups are used to bundle revenue budget addresses for use in rules for Revenues Increasing the Budget (RIB).

  • You can assign RIB rules with call procedure to automatic cover groups in manual maintenance. These represent a new form of contribution to automatic cover groups, allowing availability control to use transferable amounts from these RIB rules as well as additional revenues to cover the over-consumption of receiving expenditure by budget addresses of the automatic cover groups.

  • As well as automatic cover groups, you can now also create manual cover groups and revenue cover groups. You can generate cover groups for multiple ledgers at the same time (manual cover groups for budget category, automatic cover groups for availability control, revenue cover groups for RIB ledger).
