If you want to use data from the bill lines of old bill documents as a basis for the consumption history, you can use a customer-defined report to call function module ISU_ERCHV_FROM_ERCHZ.
You can find more information in the function module documentation.

Note

Transfer the FROM and TO parameters of the function module so that the consumption history is only generated for the period, for which consumption values are required in the BW system.

SAP IS‑U 4.71 and Higher

With SAP IS-U 4.71 and higher, you can define in Customizing for SAP Utilities how the bill lines are selected. To do this, choose Contract Billing → Billing Execution → Structure of Consumption History → Define Bill Line Determination. Enter the combination of selection criteria that you want to use to determine the entries in the Consumption History table. You can then trigger the automatic generation of the consumption history by starting a mass activity in the SAP Easy Access Menu under Utilities Industry → Billing → Build Consumption History → Consumption History from Bill Line Items. You can then parallelize the processing according to document number. You can analyze the result of this mass activity, under Accounting Financial Accounting Contract Accounts Receivable and Payable Periodic Processing Administration of Mass Processing Enhanced Message Management Monitoring Mass Runs. Enter EAMACB (Consumption History from Bill Line Items) as the transaction code and select Prepared Jobs and Jobs Not Yet Prepared.
