The characteristic Hierarchy Level (0TCTHIELEV) reveals which hierarchy level the hierarchy nodes belong to, according to which the data in the InfoObject (0TCTIOBJNM) is grouped. The Aggregation Step (0TCTAGGRST) must be set to "hierarchy level".
