Different expansion times for the different symbol types are specified in Customizing for Product Safety in the detail view of IMG activity Check and Specify Report Symbols.
The following expansion times are defined as standard:

When using symbol type Phrase, you need to differentiate whether the phrase is used for a report template or a cover sheet.
During the first generation stage, the system generates reports from report templates. The system only expands symbol types with an expansion time of 0 - 10.
During the second generation stage, the system generates final reports from reports and final cover sheets from cover sheet templates. The system only expands symbol types with an expansion time of 11 - 20.
Phrases can thus only be expanded on cover sheets if their expansion time is > 10. The standard symbol name for this type of symbol is EHS_H_TEXT.
The first generation stage is skipped for reports without specification references. All symbols are expanded in the second generation stage. This means that the second generation stage is currently executed with the expansion interval 0-20 so that the phrases that were created with the symbol name
EHS_L_TEXT are also expanded.SAP recommends that you continue to create phrases for cover sheets and acknowledgements of receipt with symbol names whose expansion time is
>10 so that it will still be possible at a later stage to separate them.
