General and specific questionnaires are different concepts.

General questionnaires serve as reusable questionnaire templates from which you can create any number of specific questionnaires. General questionnaires cannot be completed.

Specific questionnaires are the "real" questionnaires that can be completed. A specific questionnaire is created by assigning one or more general questionnaires to an application object – in the case of Industrial Hygiene and Safety this object is the work area. Merging various different elements (catalog entries) from the general questionnaires creates a specific questionnaire.
