Purpose

Using this program, you can transfer old investment measures and appropriation requests that are still running, along with their plan and budget values, to the current approved values of the new investment program in the new approval year. Using this procedure makes sense if you do not want to manage your old measures and appropriation requests that are still running separately from new measures and appropriation requests in the new approval year.

Prerequisites

Closing the old approval year is only possible if the new investment program already exists in the new approval year. This means that you have to run the program for opening a new approval year at least once before closing the old approval year.

Process Flow

The process is essentially the same as for Opening a New Approval Year. The following can be carried forward:

After the carryforward to the current approved values, the system does not separate the forwarded measures and appropriation requests from the new measures and appropriation requests in the new investment program. The system treats the forwarded measures and appropriation requests as if they had always belonged to the new investment program. Measures and appropriation requests that are forwarded in this way become "invisible" to the old investment program. This means that they still appear in reporting for the old investment program, but it is no longer possible to process them in the old investment program (for example, budget distribution to these measures is no longer possible from the old investment program).

Meaningful reporting on the investment program of the old approval year is no longer possible after the old approval year is closed.

Caution

The carryforward of measures and values performed by closing the old approval year is final and cannot be reversed. This applies especially to measures that were transferred to the investment program of the new approval year by Closing the Old Approval Year, although they did not receive any new budget there, and were closed in the meantime. These measures cannot then be detached from the investment program of the new approval year. Therefore, it does not make sense to perform the Closing the Old Approval Year function too early. Instead, you should wait as long as possible before performing this function, in order to see which of the old measures are closed after all before the old approval year is closed.

Also note that the Closing the Old Approval Year function does not prevent measures and appropriation requests from still being assigned to the investment program of the old approval year. In order to prevent this assignment, you have to set the Assignment Lock in the program definition of the old investment program.
