If the vendor is a natural person and not registered in the city where the vendor’s service is provided, then ISS is withheld by the company buying the service. The ISS is calculated according to the normal ISS calculation. The withheld tax is called ISSF. The ISSF amount does not affect the calculation of other taxes.
