Payroll Philippines: PhilHealth Report RF-1 

Use

As of July 1st, 1999, national health insurance premiums (previously called Medicare contributions) must be reported to the Philippines Health Insurance Corporation (PhilHealth). As a result, all companies are required to submit the Employer Quarterly Remittance Report RF-1 summarising each employee's monthly contribution payments.

This release includes the PhilHealth Report RF-1 program (HPHRNHIP0), which enables you to generate the Employer Quarterly Remittance Report RF-1 for submission to PhilHealth. The report:

The report can be generated for company codes, company groupings (that is, the TIN, PhilHealth and SSS company groupings), employee numbers and payroll areas for each month or quarter. In addition, if you want to download the file to diskette, you can enter the issue date of the PhilHealth bank receipt (PBR) and the PhilHealth bank receipt number for each month within a quarter as additional selection criteria.

If an employee's employment dates fall within the period specified for the report, then his or her PhilHealth details must be reported in the Employer Quarterly Remittance Report RF-1. To ensure that a report is generated for all the relevant employees, the PhilHealth Report RF-1 program checks that each employee has a valid payroll period against his or her control record. If an employee does not, the program issues an error message. If the program finds a payroll period, it checks whether there are any payroll results against the last payroll period of the month. If there are no payroll results for the month in question, the system checks all previous payroll periods for the valid month-to-date amount. If there are no results for the payroll periods checked, the system issues an error message and does not include the employee in the quarterly report. If payroll results have been found, the system issues a report for the employee.

Effects on Existing Data

To generate the Employer Quarterly Remittance Report RF-1, the PhilHealth Report RF-1 program reads the employee data maintained in the Actions (0000), Organizational Assignment (0001), Personal Data (0002), Payroll Status (0003), SSS Philippines (0422), and PhilHealth (0596) infotypes.

Effects on Customizing

The PhilHealth Report RF-1 program reads the values stored against the technical wage types:

/313 Employee NHIP contribution
/314 Employer NHIP contribution

In this release, the PhilHealth contributions are calculated based on the total earnings subject to SSS and configured in the step Cumulate Wage Types Subject to SSS.
