Payroll units

Description

Many calculations/evaluations within the context of payroll Switzerland are dependent on

This affects, in particular, the non-statutory components of social insurance, accident insurance and the Schaffhausen social fund, which is valid from 1998.

In earlier releases, the settings were made using special fields and modifiers in the personnel subgroup. Unfortunately, this approach does not offer the required flexibility.

With release 4.5A you can group organisational units (personnel areas/ subgroups/employee groups/subgroups) in payroll units. The grouping does not take place globally, but depending on the context. Each context is represented by an application key (for example, AL for context AHV/ALU). The grouping of employees to context-dependent payroll units is carried out using features.

It is now possible to deal with personnel subareas A and C simultaneously for application key UVG, and subareas A and C for application key AL (AHV/ALV). You can set up further groupings for witholding tax purposes, or for the wage statement.

Each application key has its own view, in which you define the characteristics of each payroll unit.

You maintain features and payroll units in the IMG step Maintain payroll units.

The characteristics of each payroll unit are different for each application key. For example, in the case of the payroll units for family bonuses, the following information, which is relevant for payoll, is entered:

You now maintain all characteristics, which were previously entered in personnel subarea (V_T5C0P), in the relevant payroll units. The fields in view V_T5C0P are no longer included.

You can find informatio on the initial setting up of payroll units in the IMG step Creating payroll units.

After the automatic configuration of the payroll units, be particulary careful when adding new characteristics.

The following outlines examples of the most important new characteristics:

Social Insurance grouping

The SI grouping decides which calculation rules are used to calculate individual SI components. You can find the individual calculation rules in the IMG step Basic settings for social insurance . This is a new addition in release 4.5A., since previously, it was not possible to differentiate within one SI application key.

When you are setting up payroll units, the R/3 system completes the fields for all application keys with the default value '00', except for the application key NBU supplement, which is completed with value '01', since there is no default value for this.

All payroll units for one application key, which have the same SI grouping (for example, UVG) are dealt with similarly according to the application key's calculation procedure (and not according to the contribution rates).

In "Basic settings for SI", you can now create entries with different SI groupings for one application key, with the result that various rules for payroll accounting may be applied to payroll units with different SI groupings.

If, in basic settings for SI, an application key is not set for all SI groupings, the relevant subcomponents are only calculated for payroll units with a valid entry in their SI grouping.

The default value for each application key is '00'.

Example

In "Basic settings for SI", there is an entry 'UVG BU': for occupational accident insurance.

a) Grouping SI in the payroll unit UVG is '02' ==> BU is calculated according to the regulation 'UVG BU 00'.

b) Grouping SI in the payroll unit is '01' ==> BU is calculated according to the regulation 'UVG BU 00'.

For the Social Fund Schaffhausen (SFO) there is only one entry 'SFO SFO 02' in the "Basic settings for SI":

a) Grouping SI in the payroll unit SFO is '02' ==> The social fund is calculated accordiing to the rule 'SFO SFO 02'.

b) Grouping SI in the payroll unit SFO is '01' ==> The social fund is not calculated, since there is no default value for SFO

Standard Settings

In the standard system the following application keys for social insurance are specified in the "Basic settings for SI" as having grouping '00' as the default value:

The following application keys for social insurance are issued with grouping '01':

The following application keys for social insurance are issued with the grouping '02':

The following application keys for social insurance are supplied with grouping '03':

Consequently, in the standard system no social fund, no voluntary accident insurance and no per diem sickness insurnce are calculated. If you define payroll units for social funds belonging to the canton Schaffhausen, and in which the social fund is to be calculated, you must give these payroll units the SI grouping '02'. This does not affect AHV, ALV, BU and NBU.

Similarly, you set the SI grouping of certain payroll units for voluntary accident insurance (UEB) to '03', if a voluntary accident insurance is to be calculated for the payroll unit.

Grouping for insurance

When setting up the payroll units for UEB and KT, the R/3 system places the value '01' in the field. This grouping is used to define the relevent percentages for insurances from the view V_T5CS7 . The grouping does not affect the reading of "Basic settings for SI" (see above); access to the SI calculation rules which are entered there is controlled using the immer über die Grouping SI

Example

For voluntary accident insurance there are two entries in "Basic settings for SI": 'UEB UEB 03' and 'UEB UEB 04':

a) Grouping SI in the payroll unit UEB is '02'; Grouping for insuracne is '01':

Access to view V_T5CS7 (

Contribution rates for insurance ) is obtained with the following key:

No voluntary accident insurance is calculated, since there are entries for neither 'UEB UEB 00' (default value) nor 'UEB UEB 02' in "Basic settings for SI".

b) Grouping SI in the payroll unit UEB is '03'; Grouping voluntary accident insurance is '01':

Access to the view "Contribution rates for insurance" is the same as for a).

The calculation rule for voluntary accident insurance is defined in "Basic settings for SI" with the following key:

In this way you can deal with supplementary insurances easily and flexibly.

The grouping for insurance is also used for customer-specific insurances. The application keys CUS1 to CUS3 are intended for this, and you must define these in the view V_T5C3I. You can find more information about this in the section

Insurances.

Grouping UVG

The system fills the field when creating the payroll units UVG and NBUZ with the value used in the personnel subarea. This grouping is used to ascertain the relevant BU/NBU percentage rates from the view V_T5C3D.

Example

For non-occupational accident insurance there is only one entry 'UVG NBU 00' in "Basic settings for SI".

a) Grouping SI in the payroll unit UVG is '02'; Grouping UVG is '01':

Access to the view V_T5C3D (Contributions UVG) is obtained with the key:

The calculation rule for the occupational accident insurance is defined in "Basic settings for SV" with the following key:

Installation information

    1. Copy the fiew V_T5C3J by table adjustment from the client 000.
    2. First, create payroll units (see above).
    3. Then check the settings described in the step
    Payroll units beschriebenen Einstellungen.

Notes

    1. For the initial configuration of the features, use the "table kmale die maintenance" instead of the new tree maintenance. Using the menu item View , you can switch between tree maintenance and table maintenance.
    2. You can maintain Basic settings for social insurance using the viewcluster HRCHSV_STANDARD.
