In China, you have to account for all the prenumbered forms that you have purchased. If you lose or misprint a form or a series of forms, for example, you have to void the prenumbered form(s) or reassign the document number(s). These activities are necessary for creating the legally-required Report on Invoices Purchased, Issued, and Held and the Report on VAT Invoices Issued (Special/Normal).
