Each country is responsible for its own foreign trade regulations, whether exporting natural resources and raw materials, concerned with reasons of national security, or using international agreements.

The restrictions that apply to foreign trade transactions can depend on:

• Products
• Customers
• Destination country of export
• Time of export

According to these restrictions, the export can either be forbidden, subject to a license, or free from any licensing requirements.

Legal controls determine whether you can process an export transaction, whether you need a license, and if so, whether the export has already been approved, or whether you need to apply for a new license.

Within foreign trade handling, you have to enter exports and imports and declare them regularly to the authorities. The authorities use these declarations for recording statistics about sending products both within and outside a particular economic zone.

Declarations can be created in the R/3 System for the EU, EFTA, NAFTA, and Japan.

Within preference handling, the system determines whether your products are original products or not, according to the regulations in the economic area from which you are exporting. If your goods count as original goods, you can have preference authorization. If you export goods with preference authorization, you only have to pay low ustoms charges, or none at all.

Documentary payments play an important role in reducing the risks that can occur in foreign trade. Documentary payments reduce the risks

• for the exporter, as the importer does not receive the documents (for example, bills of lading) he needs in order to receive the goods he has ordered until after paying the bill.
• For the importer, as he does not need to pay until the exporter has provided all the documents that prove that the goods will be delivered, according to the conditions stipulated in the contract.
