The manager or HR person assign a counselor for the employee, only if the Counseling Relevant
field is set to Yes, can. For an employee owned separation request, both the manager and HR can assign counselor, but only sequentially not in parallel. The manager initiates
this process by assigning a counselor to the employee. Once the counseling initiated by the manager is complete, the HR can assign a counselor (if needed) to the employee and vice versa.
For a manager owned separation reason, only the HR can assign the counselor. In this case, the manager cannot assign a counselor. In the same way, for an HR owned separation reason, the manager assigns the counselor. Here the HR cannot assign a counselor.
The concerned authority (manager or HR) can enter the following details on the Counseling screen:

Comments to Counselor
Counseling Assigned On – The system fills this field with the current date on which counselor is assigned.
After the completion of the counseling process, the manager or the HR person can view the following details that the assigned counselor enters:

Counselor Remarks
In case the assigned counselor fails to perform counseling for the employee, the manager or HR can use this application to assign a new counselor. Once the concerned authority assigns a counselor to the employee, the system intimates him or her by mail of the assignment and also sends reminders periodically.
Based on certain factors, the Manager/HR person can assign an employee to multiple rounds of counseling. After the completion of each round of counseling, the manager or HR person can see the following details on the Counseling
screen:
