This key figure specifies the limit for cash transactions for an account in the bank's local currency.

In the Implementation Guide (IMG) under   SAP NetWeaver # SAP Business Information Warehouse # Settings for BI Content # Financial Services # Banking # Transaction Banking # Edit Limits per Limit Category   you can assign this limit to a limit category defined by yourself.
